                                                   BISMARCK MUNICIPAL PARKING AUTHORITY

                                                                    MEETING MINUTES

JUNE 10, 2021

The Bismarck Municipal Parking Authority met in regular session on the above date at 9:00

A.M. in the Tom Baker Room and via zoom, Bismarck, North Dakota. Chairman Jim

Christianson presiding.

 

     Members present: Jim Christianson, Todd Kovash and Jake Axtman

     Members absent: Brian Peterson and Kyle Holwagner

     Staff Members: Jeremy Petron, Sue Schaff, Dennis Torgerson, Corey Voegele, Daniel

                               Nairn

     Others present: Jannelle Combs,Kate Herzog via zoom and others that may have been

                              online.

 

MINUTES

 

Chairman Jim Christianson called for consideration of the minutes of the May 13, 2021 meeting.

 

     MOTION: A motion was made by Todd Kovash, seconded by Jake Axtman and

                       unanimously approved by all members present that the minutes the May

                       13, 2021 meeting be approved.

 

REVIEW OF FINANCIAL STATEMENTS

 

     MOTION: A motion was made by Jake Axtman, seconded by Todd Kovash with a roll call

                       vote, Todd-aye, Jake-aye, and Jim-aye to approve the May financials.

 

UPDATE FOR PARKADE GREEN LEVEL REPAIRS OPTIONS

 

Jeremy Petron reported that the RFP has been published and the Bid Opening is June 29, 2021.

 

REVIEW BIDS FOR SKID STEER PURCHASE

 

     MOTION: A motion was made by Jake Axtman, seconded by Todd Kovash with a roll call

                       vote, Jake-aye, Todd-aye and Jim-aye to approve the low bid of $19,710.29

                       for the purchase of the Bobcat skid steer from Bobcat of Mandan.

 

REVIEW BIDS FOR SWEEPER MACHINE PURCHASE

 

     MOTION: A motion was made by Todd Kovash, seconded by Jake Axtman with a roll call

                      vote, Jake-aye, Todd-aye, and Jim-aye to approve the purchase of a

                      sweeper machine from Nilfisk, Inc for $37,955.35.

 

OTHER BUSINESS

 

Jeremy Petron reported that the Galleria Pay Station is 15 years old and is malfunctioning

and should be replaced. Amano McGann has a 2016 Refurbished Pay Station for the

Galleria Ramp that is compatible with our system. They would be able to install it when

they come to install the new gates.

 

     MOTION: A motion was made by Todd Kovash, seconded by Jake Axtman with a roll call

                       vote, Jake-aye, Todd-aye and Jim-aye to authorize management to procure

                      a newer Pay Station for the Galleria Ramp with the cost not to exceed

                      $35,000 after checking for 2 other bids.

 

Consensus of the Board is to open the 3rd and Rosser lot to free parking after 5:00 PM.

Management will have the gate open from 5:00 PM thru 2:00 AM.

 

 

ADJOURNMENT

There being no further business, Chairman Jim Christianson declared the Bismarck

Municipal Parking Authority adjourned at 9:25 A.M. and will meet again in regular

session July 15, 2021.
