BISMARCK MUNICIPAL PARKING AUTHORITY
MEETING MINUTES
JANUARY 9, 2025
The Bismarck Municipal Parking Authority met in regular session on the above date at 9:00 A.M. in the Tom Baker Room, Bismarck, North Dakota. Chairman Jim Christianson presiding.
Members present: Jim Christianson, Todd Kovash, Josh Keller and Jake Axtman
Members absent: NONE
Staff Members: Jeremy Petron, Sue Schaff, Dennis Torgerson Corey Voegele, Isak Johnson
Others present: Kate Herzog
MINUTES
Chairman Jim Christianson called for consideration of the minutes of the December 12, 2024 meeting.
MOTION: A motion was made by Todd Kovash, seconded by Josh Keller and unanimously approved
by all members present that the minutes of the December 12, 2024 meeting be approved.
REVIEW OF FINANCIAL STATEMENTS
MOTION: A motion was made by Josh Keller, seconded by Jake Axtman with a roll call vote,
Josh-aye, Todd-aye, Jake-aye and Jim-aye to approve the December financials.
PARKING AUTHORITY BOARD ELECTION OF OFFICERS
- Nomination made by Todd Kovash for Jim Christianson as Chair
- Nomination made by Jake Axtman for Josh Keller to be Vice-Chair
Roll Cale Vote Josh-aye, Todd-aye, Jake-aye and Jim-aye for approval of the election of officers.
PARKING AUTHORITY BOARD MEMBER TERM
- Isak Johnson reported that applications are still being accepted.
REVIEW 2025 BUDGET & PROPOSED CAPITAL PROJECTS
MOTION: A motion was made by Todd Kovash, seconded by Jake Axtman with a roll call vote,
Josh-aye, Todd-aye, Jake, aye and Jim-aye to approve the 2025 Budget.
CAPITAL PROJECTS
- Consensus of the Board is to go out for an RFP for upgrading the security cameras for all the Ramps.
- Discussion was held about the 3rd & Main Elevator controls and Parkade Ramp traffic coating. Consensus
of the Board was to postpone these additional projects.
REVIEW PARKING RATES
- Consensus of the Board was not to raise rates at this time.

ADJOURNMENT
There being no further business, Chairman Jim Christianson declared the Bismarck Municipal Parking Authority adjourned at 9:40 A.M. and will meet again February 13, 2025.
